Compliance Intelligence
Child care compliance can be difficult to manage because the regulations are extensive, responsibilities are spread across many areas of a program, and knowing a rule is not always the same as understanding how it is evaluated in practice.
WingBook™ was built differently.
We use New Hampshire's published child care licensing rules together with publicly available licensing and inspection information to understand what programs are responsible for, how those requirements are evaluated, and where compliance challenges routinely occur.
That intelligence helps us build tools around the real operational needs of New Hampshire child care programs.
The regulations are our foundation.
New Hampshire licensed child care programs operate under RSA 170-E and the New Hampshire Child Care Program Licensing Rules contained in He-C 4002.
He-C 4002 establishes requirements covering areas such as child and staff records, health and safety, medication administration, emergency preparedness, staffing, professional development, supervision, programming, physical space, and more.
Rather than translating those requirements into generic software features, WingBook™ connects relevant workflows back to the underlying regulatory requirements they are intended to support.

But regulations are only part of the picture.
Knowing what the rulebook says is important.
Understanding how those rules are evaluated during actual licensing visits provides another important layer of context.
The New Hampshire Child Care Licensing Unit conducts annual unannounced monitoring visits at licensed programs, conducts an additional unannounced visit before a license expires every three years, and investigates allegations of noncompliance.
When licensing identifies noncompliance, the state issues a Statement of Findings identifying the applicable rule citation. Programs may then be required to submit a Corrective Action Plan explaining how the issue was corrected and how future compliance will be maintained.
Those findings are public records.
That means WingBook™ can look beyond theoretical requirements and understand the compliance issues New Hampshire licensors are identifying across real programs.
From regulation to real-world operation.
WingBook™ organizes compliance in a way that mirrors how licensing requirements are experienced inside a child care program.
Level 1 of 4
Domain
A broad area of program operations, such as Administration, Health & Safety, Staffing, or Programming.
Level 2 of 4
Program Area
A more specific responsibility within that domain, such as child records, medication administration, staff qualifications, emergency preparedness, or supervision.
Level 3 of 4
Licensing Requirement
The applicable requirement from He-C 4002 or another governing New Hampshire requirement.
Level 4 of 4
Operational Controls
The records, workflows, reminders, documentation, and oversight tools that help a program maintain that requirement consistently.
This structure allows WingBook™ to turn a large regulatory framework into manageable areas of responsibility without separating those workflows from the rules behind them.
Informed by thousands of real compliance decisions.
New Hampshire makes licensing findings available to the public through its Child Care Search system.
WingBook™ aggregates and analyzes publicly available inspection information to identify patterns such as:
- which requirements are frequently reviewed during licensing visits
- which requirements most commonly result in findings
- where documentation problems repeatedly occur
- which areas require ongoing tracking rather than one-time compliance
- where programs may benefit from stronger internal checks before licensing arrives
Those patterns help inform how WingBook™ products, compliance checks, workflows, and future features are designed.
We are not guessing what compliance looks like.
We are studying how New Hampshire regulates child care programs in practice.
Designed around the way licensing works.
New Hampshire licensing is fundamentally evidence-based.
During a monitoring visit, a licensing coordinator may review records, observe program operations, inspect the environment, speak with staff, and, when appropriate, speak with children to determine whether the program is complying with licensing requirements.
When a violation is identified, the resulting Statement of Findings connects that finding to the applicable licensing requirement.
WingBook™ follows the same basic principle:
Step 1 of 4
Requirement
Know what is required.
Step 2 of 4
Evidence
Maintain the documentation or operational evidence supporting it.
Step 3 of 4
Review
Review your program before licensing does.
Step 4 of 4
Action
Correct gaps before they become findings.
Compliance should not depend on remembering everything.
Program directors carry an enormous amount of responsibility.
Staff records expire. Medical documentation changes. Training requirements accumulate. Medications need monitoring. Policies need updating. Children transition between requirements. Rules change.
Trying to manage all of that through spreadsheets, binders, calendars, and memory creates opportunities for things to be missed even inside otherwise excellent programs.
WingBook™ is designed to turn those responsibilities into systems.
The goal is not to replace the director's judgment or the role of the Child Care Licensing Unit.
It is to give directors better visibility into the same compliance responsibilities they are already expected to manage.
Know the requirement. Know your program. Be ready for the visit.
WingBook™ combines New Hampshire's regulatory framework, publicly available licensing information, and purpose-built child care workflows to help programs understand their responsibilities and maintain stronger compliance systems every day.
Because compliance confidence should come from knowing where you stand, not hoping everything is in order when licensing walks through the door.
